The shutdown was called for by separatist Hurriyat Conference against the alleged civilian killings in Hyderpora encounter and to demand the return of bodies of the victims to their families for burial. The bodies of two Srinagar residents killed in Hyderpora encounter were exhumed on 18 November evening and buried at their native graveyards in the midnight. The family members of three of the four persons killed in Hyderpora encounter had alleged that their wards were innocent and not connected with militancy. Inspector General of Police (IGP) Kashmir Vijay Kumar on 16 November 2021 said that four people including a foreign militant, his local associate, an Over Ground Worker (OGW) and a building owner were killed in a gunfight in Hyderpora area of Srinagar on the evening of 15 November 2021.
