Descriere: epa09484771 A view of the interior of the 'Salle de Consommation a Moindre Risque' dubbed SCMR (Consumption Center at Minimized Risk) run by NGO Gaia staff member Jamel Lazic, in Paris, France, 23 September 2021 (issued 24 September 2021). Lazic's SCMR center sits meters away from Paris' Gare du Nord train station and sees a daily average of 160 users who come to consume their narcotics in a medically supervised manor, which also alleviates open-air drug usage in the streets. Following the eviction of the ever-growing population of narcotics users from Paris' infamous 'Colline du Crack' (Crack Hill) which sat adjacent to a future Paris 2024 Olympic site, addicts migrated to the neighboring 18th district Jardin d'Eole Park, sparking anger among local residents and business owners who often see SCMR centers as a catalyst rather than a cure. The conflictual cohabitation has drawn political attention in the face of upcoming presidential elections, with the Mayor of Paris and 2022 French presidential candidate Anne Hidalgo calling for drug treatment centers and SCMR's to open across the city to alleviate the growing issue.
