(250226) -- DONGXIANG, Feb. 26, 2025 (Xinhua) -- Zhang Zhongshan feeds sheep at the breeding farm of his cooperative in Dongxiang Autonomous County of Linxia Hui Autonomous Prefecture, northwest China's Gansu Province, Feb. 25, 2025. Zhang Zhongshan, a deputy to the National People's Congress (NPC), is the head of a planting and breeding cooperative in Dongxiang Autonomous County. \r\n Zhang, 31, grew up in one of the county's mountainous areas. Herding sheep had been a daily routine of Zhang after school. After graduating from a vocational school in 2013, Zhang left his hometown for work, where he gained experience and knowledge in e-commerce. In 2018, encouraged by government policies that supported rural entrepreneurship, Zhang returned to Dongxiang and founded the cooperative, focusing on the breeding, sales, and promotion of local agricultural products, including Dongxiang sheep.\r\n Dongxiang is known for the sheep variety which produces high-quality mutton. In recent years, Zhang's cooperative has modernized traditional sheep farming by building standard sheepfolds, introducing modern breeding equipments, and implementing precise segmentation and packaging of the sheep's various parts to meet market demands. The cooperative has also promoted Dongxiang sheep products through live-streaming. Currently, Zhang's cooperative raises over 2,600 sheep, which helped boost the incomes of more than 500 local households.\r\n Throughout his tenure as an NPC deputy, Zhang has familiarized himself with the details of the local agricultural sector and established active connections with the market. Through e-commerce platforms and livestreaming, he has expanded local sales channels, bridging the last mile for local agricultural specialties. Zhang believes that the rise of 'new farmers' aligns perfectly with the new opportunities in agriculture and the pursuit of rural revitalization, offering a promising future for young people to invest in agriculture. She used to work at a foreign enterprise before switching to community work at the age of 30 and has dedicated herself to grassroots work for over a decade.\r\n Hongqiao Subdistrict is home to one of the earliest legislative outreach offices set up by the NPC Standing Committee's Legislative Affairs Commission in 2015. Residents can offer suggestions and feedback on legislative work right at their doorstep. \r\n The residential district where Sheng works is inhabited by residents from various countries and regions. She helped establish a consultation platform which incorporates both Chinese and foreign residents, foster the integration and development of the international community. \r\n As a 'post-80s' NPC deputy, Sheng Hong is both a witness and practitioner of whole-process people's democracy. Sheng has always been listening to the needs of residents and their opinions and suggestions on legislative work. At the Gubei civic center, where she hosts legislative hearings and discussions, a display board shows the number of legislative suggestions submitted and adopted. 'Instead of renewing the whole display board, we now use magnet stickers to keep up with the fast-growing numbers,' Sheng said.\r\n For the upcoming third session of the 14th NPC, Sheng's proposals once again stem from her 'doorstep' observations. She has noticed that some time-honored brands and products from large shopping malls are well-received at grassroot level. 'It would be an effective way to boost consumption if more efforts could be focused on grassroots communities,' Sheng said. (Xinhua/Liu Ying)
